All power plants are connected to the grid at a specific point ( connection point), determined by the distribution or transmission system operator, based on the prescribed documentation.
The connection point must ensure the safe operation of the entire system, taking into account the specific power plant, its power and other operating characteristics of the generator.
The rights and obligations of the Transmission System Operator and the buyer/producer on the construction of the Connection are regulated by:
In case of connection of new Facilities to the transmission system, the complete connection procedure is carried out.
When connecting or disconnecting installations, ie measuring points, ie changing the approved power of the Buyer / Electricity Generator Facility, as well as reconnecting due to disconnection, only the necessary parts of the connection procedure are performed.
In cases when the procedure is carried out only in certain parts, the scope is decided by the Transmission System Operator in accordance with the specifics of the connection project and the needs of the customer / producer of electricity whose facility is connected.
The procedure of preparation of the Connection Study is initiated by submitting the request of the buyer/producer (hereinafter the applicant) to the Transmission System Operator for the preparation of the Study of connection of the Facility to the transmission system (hereinafter the Study).
The request for the study of the connection of the Facility to the transmission system is available on the website of the Transmission System Operator.
Within 10 working days from the day of receipt of the request at the Office of the Transmission System Operator, the Transmission System Operator shall consider the submitted request and send to the applicant a draft Contract on the Study of Connecting the Facility to the Transmission System and information on the appointed Connection Project Manager.
The contract for the preparation of the Study for the connection of the Facility to the transmission system regulates mutual rights and obligations in the process of preparation of the Study, according to the program task which is an integral part of that Agreement.
The realization of the procedure for the preparation of the Study is initiated by the conclusion of the Contract on the preparation of the construction of the Connection.
The part of the Study that is made for all customers/producers contains:
The time limit for the preparation of this part of the Study is 90 days from the date of the advance payment for the preparation of the same to the account of the Transmission System Operator.
For the electricity buyer, the Study ends with this, except in cases of connection of Facilities with special characteristics for which it is necessary to perform analyzes of electricity quality, analysis of dynamic transients and verification of compliance with the Rules on transmission system (facilities with arc furnaces, electric drives). high power and the like).
The deadline for the preparation of the Producer / Buyer Study with special characteristics is 180 days from the date of the registered advance payment for the preparation of the same to the account of the Transmission System Operator.
In case the applicant for connection of the Manufacturer / Buyer with Special Characteristics has not made an investment decision on the type of equipment he installs in the Facility, the Study may be temporarily suspended, for a maximum of one year from the completion of the Study for all buyers. producers, until the necessary decision is made by the applicant and the necessary input data is provided for the continuation of the Study.
The deadline for the preparation of the Study does not run until the moment of submitting the necessary input data for the continuation of the preparation of the Study, and no longer than one year from the moment of publishing the part of the Study that is prepared for all Buyers / Manufacturers.
The study must be completed before submitting a request for the issuance of a Permission to connect the Facility to be connected.
The costs of preparing the Study are paid by the applicant, according to the cost list attached to the Contract for the preparation of the Connection Study.
The procedure of obtaining and preparing documentation for the construction of the Connection to the transmission system is initiated by the buyer/producer, by submitting a request for concluding the Agreement on mutual rights and obligations on preparation of planning and technical documentation and obtaining the necessary permits for construction of the Connection. ), and only after:
The subject of this Agreement is the regulation of mutual rights and obligations regarding the settlement of property relations for the needs of construction of the Connection, ensuring the preparation and prescribed control of complete documentation, obtaining the necessary conditions and permits for the Connection, which includes preparation of Preliminary design for location conditions. , preparation and technical control of the Project for construction permit, preparation and obtaining of approvals for the Environmental Impact Study and all other necessary documentation in accordance with the positive regulations of the Republic of Serbia.
It is obligatory to perform an audit by the Transmission System Operator, ie internal technical control of the complete documentation for the Connection.
By obtaining a construction permit for the Connection, the investment phase of obtaining and preparing documentation for the construction of the Connection to the transmission system is considered completed.
The initiative to start the construction of the Connection is initiated by the buyer / manufacturer, after the investment preparation phase has been completed (the Contract on preparation for the construction of the Connection has been realized and the construction permit for the Connection has been obtained) by submitting a request for concluding the Contract.
The subject of the Contract on monitoring the construction of the Connection is the regulation of mutual rights and obligations regarding the construction of the Connection until the obtaining of the use permit for the Connection.
The realization of the procedure for the construction of the Connection is initiated by the conclusion of the Contract on monitoring the construction of the Connection.
By obtaining the use permit for the Connection, the phase of investment construction of the Connection is considered completed.
Approval for connection of the Facility to the transmission system is issued by a Decision in the administrative procedure in writing at the request of the buyer / manufacturer, and after obtaining a building permit for the construction of the Facility to be connected.
The request for the issuance of the Approval for the connection of the Facility to the transmission system is available on the website of the Transmission System Operator.
The Transmission System Operator also issues the Approval for connection in case of connection of the Buyer / Producer Facility to the part of the distribution system managed by the Transmission System Operator (connection in 110 / x kV distribution transformer stations).
The buyer / producer whose Facility is connected to the transmission system may file an appeal against the Decision on connection approval to the Energy Agency within 15 days from the day of delivery of the Decision on connection approval.
The decision of the Energy Agency on appeal is final and an administrative dispute may be initiated against it.
When commissioning the Facility, the following modes may exist:
The initiative to start this phase of the connection process, ie. putting the Facility into trial operation, is initiated by the buyer / manufacturer after the issuance of the Approval for connection of the Facility to the transmission system.
The request for putting the Facility into trial operation shall be submitted to the Transmission System Operator.
After harmonizing the dynamics of the implementation of the Protocol for putting the Facility into trial operation, it is mutually signed by the Transmission System Operator and the Applicant.
If there are non-compliances with the Rules on the Operation of the Transmission System, the Transmission System Operator, in cooperation with the customer / producer, shall set deadlines for correcting the non-compliances.
Pursuant to the Protocol for putting the Facility into trial operation, the Buyer / Manufacturer, in cooperation with the Transmission System Operator and the TP Commission, organizes commissioning (commissioning of the Facility until the use permit).
Commissioning of the Facility may be performed only after positive reports from functional tests and verification of compliance of the Facility with the Rules on the operation of the transmission system performed during the test facility have been received.
The costs of the Transmission System Operator in the implementation of the Protocol for commissioning of the Facility are generally variable and depend on the specific Facility to be connected, and are determined during the harmonization of the Protocol for commissioning of the Facility (type of Facility, type of equipment in the Facility, etc.). These costs are charged according to temporary situations in the process of implementation of the Protocol for putting the Facility into operation.
In accordance with the Law on Energy and the Regulation on the conditions of electricity supply, the connection of facilities to the electricity distribution system is done on the basis of the approval for connection.
Approval for connection of the facility is issued by a decision, at the request of a natural or legal person, or entrepreneur. The procedure for issuing the approval for connection is initiated by submitting the appropriate application form.
